The Wii Electronic Manual is an Opera-based channel preinstalled on the vWii. It provides information about using the system, as no physical manual was provided.
It seems to have 2 sets of assets for the HOME Menu; one for a 2-button HOME Menu, and one for a 3-button menu. The 3-button one probably only exists because this channel uses the same code as the Operations Guide button.
